This section is intended for occasional interventions by practitioners and academics with detailed knowledge of the formulation or implementation of trade policy. We hope that writing in this category will inspire others to send notes and articles — usually from 2000 to 10,000 words — to the World Trade Review. As with all contributions to the World Trade Review, manuscripts in this category are fully controlled by independent arbitrators. See z.B. Marion Jansen, Ralf Peters and José Manuel Salazar-Xirinachs (Eds), Trade and Employment: From Myths to Facts (ILO 2011) 2; The Alternative Trade Mandats Alliance, `Trade: Time for a New Vision` (2014) called July 19, 2019. 18 To consider, the allegations must raise issues relevant to the labour provisions (or specified working arrangements) of the free trade agreement and specify the non-compliance of a country`s obligations. If the bid meets these criteria, the U.S. Office of Trade and Labor Affairs (OTLA) accepts the bid for review. 94 Create a framework for the treatment of this broader work, see the CLS model, proposed by the Friedrich-Ebert Foundation, for example. B: „What is CLS Plus?“ (2016), www.fes-asia.org/fileadmin/user_upload/documents/FES-CLS.pdf (called June 26, 2018). Many of the standards in this area are already included in ILO conventions.
ibid., 12. Harrison and their colleagues question whether the EU model is really a process of bilateral dialogue or whether it is rather a form of „sophisticated unilateralism“. While labour violations can be more serious in many EU trading partners, there are also many serious problems within the EU. B, in particular with regard to the rights of migrant workers. The extent of the criticism levelle against the TSD chapters is illustrated by the many responses the Commission has received to its informal consultations, including the letter from Klaus Muller, Director General of the Federal Association of Consumer Centres, to Sandra Gallina, Deputy Director General of DG Commerce (November 9, 2017). See also the European Commission`s own characterisation within the Commission, „Trade and Sustainable Development Chapter (TSD) in EU Free Trade Agreements“ (2017) Non-Paper of the Commission Services, 2 , to be opened on 19 July 2019. The main objective of the working arrangements is to improve working conditions in the signatory countries, to cooperate between the signatory states and to monitor the progress of the agreement from a comprehensive framework. Cooperation activities include regulating multinational conglomerates, improving national workplace health and safety practices, implementing capacity of national labour organizations, and raising awareness of workers` rights. Complaint mechanisms and the role of civil society – particularly workers` organisations – are additional dimensions of labour conditionality that must be incorporated into a free trade agreement (ILO, 2015).
