8.4 Only continuous dialogue and regular consultations between those responsible for international activities within the ICRC and the Federation, as well as with national societies and with national societies, will improve the process of developing functional cooperation between the components and the possibilities for their development in response to changes in the external environment. The initiative in each specific area can best be taken by the organization that plays the leading role in that area. This document aims to improve the implementation and understanding of the Seville Agreement. It deals with certain parts of the Seville Agreement which may not be sufficiently explicit and which may therefore leave room for different interpretations. The aim is to help users of the Seville Agreement in areas where improvements are needed: roles and responsibilities and understanding of the lead Agency`s approach, coordination, problem solving and improved knowledge of the agreement. Depending on the circumstances, these cases may be considered cases where integrity is at stake. 7.1.2 Such agreements shall take into account the relevant policies and strategies adopted by the General Assembly of the Association. The Seville Agreement organizes the International Activities of the Movement on the basis of two new approaches: leadership and leadership: the lead agency means that, in a given situation, one of the components will be responsible for the management and coordination of all international assistance activities of the Movement (see Article 4).
