The Board of Directors of UniFAST, after a thorough review and determination of the absorption capacity and the current system of information and communication technologies (ICT), agrees to an agreement with a public financial institution (GFI). The GFI is responsible for the management and allocation of funds allocated to the student loan program. The designated enforcement agencies will be the SUC/CHED-recognized LUC/private HEI/State TVI/private TVI. Any other fees that are not mentioned in the legislation and are developed in the IRR may be collected by CHED-approved SCE and LUCs. The IRR has defined the 13 different standards and other tuition fees to cover as many expenses as possible. However, there are special fees or course-specific fees (for example. B Job Training, Related Learning Experiences for Care Students, etc.) as well as contingency costs (i.e. due to negative behaviour) that the law does not want to cover. The only conditions are: (1) that students are already admitted as students in good faith (i.e., they are not on conditional registration, subject to the existence of the transition program), and (2) that the transition program be included in the institution`s program. (Ched Memorandum Order No. 10, series of 7 budding students can also get admissions/entrance exams from the institutions mentioned for free, without conditions.

CSC and LCRs decide on cases that merit the extension of free higher education, provided they meet the essential requirements of RA 10931 and guidelines. (points 6-c OF THE PR 10931). From AY 2018-2019, tuition and other tuition fees are free in CHED-recognized SCS and LUCs. Only the first copies/prints of the school card, library card and student manual are free, each subsequent student application is paid all Filipino undergraduate and bachelor`s degree students (including medicine and law) who enroll in programs inscribed in the registration of quality programs offered in the SPC, LUCs, state TVIs, private and private TVIs can benefit from the SLP in the short term. Under Rule V, Section 34, of the AVIS on ra 10931, loan recipients must be assisted for liquidity problems of up to one (1) year. Services provided directly by universities and higher education institutions must be paid directly to institutions. The remaining loan amount is paid directly to the borrower at reasonable intervals. As stated in the rules of application and regulations (IRR) of RA 10931, 13 different standard commissions (and their synonyms) have been identified: payments from CHED-UniFAST to CSS and LUCs via the payment mechanism of billing or reimbursement are considered by the institutions as income.

If CSCs/LUCs were to opt for the payment of Fy students` publications and newsletters as part of the „development fee,“ it would be a fee that would be used to fund student activities, projects and programs, some of which may be distributed by the university to relevant student groups.
